“Is there somebody who speaks Japanese?”
Can be asked in a scenario where the person you are looking for that speaks Japanese is not in the room with you. Imagine looking on a website for a Japanese speaker, while you think to yourself, “is there somebody who speaks Japanese?”
“Does anyone speak Japanese?”
You ask a group of people in an attempt to see if one of them speaks Japanese because you need a Japanese speaker right there and then. In this scenario you can also say, “Is there anyone who speaks Japanese”. If you say, “is there somebody who speaks Japanese” it may sound a little out of place but people would still know what you mean.

“Is there somebody who speaks Japanese?”
