ngủ ngoan used to say with your girlfriend, your boyfriend, or your children.

Both "chúc ngủ ngon" and "ngủ ngoan" are used when you wanna say "goodnight" to someone. And almost all of us ( i mean Native speakers) never mind what differences between them.

As @megumikyou said, we usually use the term "ngủ ngoan" to your girlfriend, your boyfriend or your children. But, in my case, I usally use this term to my bestfriends.

In my opinion, "chúc ngủ ngon" implies that you are equal in status to the other person, while "ngủ ngoan" implies that you are of higher status (eg parents saying to children). The reason why you can also say "ngủ ngoan" to your significant other or best friends is because you are using children speech (as a way to be cute or tease the other person) to them.
