They are the same, but viewable can also mean "worthy of being viewed", and it's probably only used with that meaning, since, for the other one, "visible" is much more usual.

Here both work:
While we can see the visible light spectre, anything else is invisible.
Here only "viewable" works:
This anime is just about viewable, the animation is bad, but the plot is engaging.
