Jail is pretrial detention or local police holding cells. Penitentiary and prison are the same thing. It is for post conviction and serving the sentence. Most people use them interchangeably.

The three are broadly synonyms, however specifically in American conversation, "jail" usually refers to a small, local prison where accused criminals are held until their trial in court, where "prison" and "penitentiary" refer to where convicted criminals are imprisoned as punishment.
"Prison" can also be used in a less literal sense to convey that someone is trapped in some situation, without being a criminal. For example "his relationship was an emotional prison" would mean "the man was unable to freely express his emotions, due to the bounds of his relationship" but not imply he was a criminal.
"Penitentiary" can only refer to a facility where convicted criminals are held as punishment.
