It is implied that person B knows that person A is not including them in the statement or criticism, and person B might even agree with it.

“People can be annoying” is more like “there are times when people are annoying, but there are also times when they are not.”
“People are annoying” is more assertive.
And yes, A college dropout is someone who dropped out of school.
