They are both fine. Consider:
a) He's opening the door and coming into the shop.
(The speaker is observing from inside the shop)
b) He's opening the door and going into the shop.
(The speaker is observing from outside the shop)
The new law will X into effect as of June 1.
It is ambiguous where the speaker is because X is metaphorical and not literal, so you can use "go" or "come".
