When you are asking for an opinion for one thing from a number of different things.
Which is correct?
1. What about the blue one?
2. How about the blue one?

- I live in NY. - What/how about you? = And you?
- This is my opinion. - What/how about you? = What is yours?
Are the two both work?

"What about:" I think it implies more of an indirect suggestion.
Ex. "What about the blue on?"
It seems to be asking more about what the other person thinks about using the blue thing.
"How about:" Implies more of your desire in what you are suggesting.
Ex. "How about the blue one?"
You are asking the other person their opinion about the blue thing as well as expressing your interest or desire to use the blue thing.
★ However, they are very close – so close you really shouldn't even have to worry about the difference. This is just what I think are the different shades of meaning they convey, but they overlap very much.
