“Related to” can mean that you are comparing it to something similar. You can also use it to describe belonging in the same family. “Refer to” means that you should look it up somewhere or even ask that certain person for something.
Example sentences:
1) I realized that the drawing was related to the sentence.
2) I am related to Mr. John. He is my uncle.
3) If you have more questions about the dogs , you should refer to the handbook.
4) You should refer to Mrs. Lee if you have questions about the homework.
