In order for her to receive my letter by the end of this week, I sent it to her yesterday.
Both are fine. But I prefer the second one in formal situations.
By the end of this week is in the future so you shouldn’t use have received. If you want to use have received, it should be a time in the past:
In order for her to have received my letter by yesterday, I sent it to her last week.
