Both are correct. The difference is that in the first one "not" is related to "a good topic" and on the second, to "usually".
It's usual for it to not be a good topic.
It's unusual for it to be a good topic.

As @marcelou said, your placing of "not" will change the emphasis point. While using it first decide where you want to stress/emphasize. G'luck
