Apart is describing something that is distant from something else:
"The whole car fell apart"
Except means an exception which is very different. An exception is excluded from everything else:
"The car came in one piece except for the wheel"
Now to get back to your question:
"Apart from that situation the word shouldn’t be used in written English"
Let's say that apart from situation A, B shouldn't be used in written English
A = situation a can only be used in.
B = the word to not use
"Except that situation, the word shouldn’t be used in written English."
There is a problem with this sentence grammatically and that is you are missing an in.
"Except in that situation, the word shouldn’t be used in written English."
This means something completely different.
The entire sentence seems to say that given a situation (unknown) the word should never be used at all in English. The situation isn't defined as being in a literary sense while when using apart you are implying that is in a literary sense.
Apart = separate from
Exclude = isolate entirely from
Both work but apart is better for this situation.
