Murder is the most extreme form of homicide, thus not all homicide is murder.
Homicide means the killing of a human. Murder means the intentional, malicious, legally unjustifiable killing of a human. Each of those three elements (malice, intention, and justification) could exempt it from being considered murder.

It's a legal term of art and wouldn't be used normally. "Killing" as a gerund is the casual equivalent. "There has been a killing."
