They are both correct. The difference in meaning is slight, the emphasis is just moved depending on which one you choose.
The letter was posted a week ago. = Dynamic, past: the letter was posted during a certain period (1 week) in the past, It seems as if we are reliving the action. Concentrates the attention on the action of posting the letter.
The letter had been posted a week ago and it arrived yesterday. = More Stative: at some point in the past, the letter was posted. It seems less active, more distance even though obviously it is the same period of time.

Past simple is correct.
Past Perfect would be: The letter had been posted
