"I insisted that I'm not wrong" means that you convinced yourself that your not wrong and now you have to convince the other person.
"I insisted on not being wrong." means you are trying to convince yourself. Like its an uphill battle and your determined to get to the top.

The second one can e used in a "Current" scenario and the first would usually be used after the situation has happened.
