Sometimes, guys will rate women's attractiveness from 1 (ugly) to 10 (beautiful). Saying that the girl in the blue jacket is a three at best, means the guy is saying she's a 3 on the scale of beauty, but no more (because he thinks she's ugly).
It's a very, very rude thing to say.
