I think there's a regional difference too. In Beijing we most commonly say 您好 to any stranger but I've heard in some areas everyone is more accustomed to 你好. But either is ok and as long as you're otherwise also respectful no one is going to freak out or get offended if you don't use the polite form with a stranger. With children definitely use 你好 though.
