“Billy, Don’t Be A Hero” is a song about a soldier named Billy whose girlfriend begs him to stay safe and not do anything risky. Billy is sent to war, and during his first battle, forgets what his girlfriend said and volunteers for a suicide mission because he is trying to impress his commander.
Ross is alluding to the song because he never wants to go on a date again. He thinks dating is too risky and dangerous for his mental health, and he doesn’t think it is worthwhile to try to impress Joey.

basically what @jimpjorps said. The spoon part has to do with the fact that soldiers usually have the same spoon all throughout serving in the military and can remind them of bad things that happened

It’s a metaphor, like “love is a battlefield”. Dating is very stressful and Ross does not want to suffer another bad relationship.
