It's somewhat outdated, and isn't ever used that way when talking about someone else. It's better to use "for" when hoping for someone to be something. For example,
"I hope to be rich someday."
"I hope for you to be rich someday."
"I hope to go to Mars."
"I hope for her to go to Mars."
"I hope she goes to Mars."
Basically, if you have "to do X" or "to be X" after "hope", you need to add "for X" if you want to refer to someone else.

The sentences are actually the same, the first one is just the second one with some words left out or replaced, to make it shorter
However, the second one as you have it is not correct. You would need to add the word "for," like this:
"I hope for you to be happy while you are here"
