It depends on the person.. If it's just 10 cents or 15 cents sometimes people just give it. I would say it isn't uncommon for that to happen, but it depends on the person if they want the change or not

I would only say that at certain places, smaller shops where they might have a little plastic dish that holds pennies, which is .01 cent or 11 won. A lot of Americans don't like pennies, they're annoying and have a very low value.
So the purpose of the little dish is to hold the change that customers don't want, in case a future customer needs a few cents. It usually just has pennies, but I suppose if people didn't want a dime (.10cents) or a nickel (.05cents) you could maybe see one in there too.
