What does "defendant has not been held accountable.” (4th paragraph) mean?

To be held accountable means to pay the consequences for your actions. So the defendant (the person on trial) has not had to pay the consequences for what he did.

Side note:
Even though Manafort has now been officially sentenced to 47 months in prison, it is far too lenient than the 19 to 23 year official recommendation for people who have committed similar crimes.
I still feel that he is not being held fully accountable for his crimes.
