"Too" emphasises "this", meaning "this" is another thing among many in life that will pass. It's a common saying, so the order of the words is familiar. You could say "This shall pass too" and it would mean the same thing, but it might not have the same poetic force.

It's a very "iconic" old phrase. The "too" is emphasising the "this" to convey that whatever it is will pass, just as things before it.
The "too" basically stands for "as well". This would be a very unnatural thing to say (this too shall pass) since it's very formal - it's a phase most know however, so you could fit it into a conversation as well given people kind of understand why you're saying something so odd.
"Too" at the end feels weird to me, but I suppose it does technically work. If you want to "modernise" it though and get rid of the "too" I would just use
"This will pass as well"
