They are usually fine with tattoos on foreigners, as long as they are not slapped all around their face.
Some public bath house won't allow people with tattoo to use their bath, so better check before you go.
Of course, I can't speak for all Japanese. Some will find it weird, some not.

if foreigners have tattoos, it is okey because it is common for them.
but if the Japanese have them, it is not okay because tattoos are still thought to be only for unusual people. we, Japanese don't have that culture.
