I personally don’t think there’s a difference, both mean the same it depends on what you trying to say and the use of the right word

I can't think of a sentence I'd use "there is not a place", unless I was intentionaly using bad English/slang
"there is no place like..." is a phrase that means "I like that place the most."
the other sounds like the same thing (intentionally said wrong)
