Won’t: Could but will not
Ex. I won’t salute you, as I do not agree with your actions.
(The person or thing is capable of doing whatever but has made a choice not to)

(There are other ways to use won’t but I’m sticking to this one for the comparison)

Can’t: Is not able to perform the action
Ex. I can’t salute you! I don’t have hands!
(So basically the person or thing is actually incapable of doing such thing as they lack the necessary skills/capabilities for it)
