"Declaring" is informing or telling. What you "declare" is what you put into the tax form.
"Declare" is also used at customs (税関). If an American goes abroad and returns to the U.S., customs will ask, "Anything to declare?" That means, "Did you buy any expensive goods you have to tell us about?"

Is this for taxes?
"Declaring" is just the act of telling the government about your income, etc.
"Filing" is when you actually submit your tax return to the government.
