Neither sentence is natural. Better is:
"I am weak from cold"
"I am weak from the cold"

The most commonly used natural expressions which would have the same meaning would be-

"I cannot tolerate the cold/cold weather" or " I cannot stand the cold/cold weather"

Or simply, "Ugh, I really hate the cold!", which is a little whiny, but what most people would say to each other waiting outside for the bus in January

You could follow that up with an explanation -"It makes me tired" "It makes me feel weak" , and so on

When speaking about nature, plants and animals, the adjective you could use would be "cold tolerant" as in, "Lichen and reindeer are both very cold tolerant, capable of surviving in the tundra."
