"I have got" is for something you presently have or have the need to do.
Ex: "I have got a book in my hand.", "I have got to go to the store."
"I have" is for something you currently own or posses. It could also be used for things you have done before.
Ex: "I have a dog with me.", "I have fruit in my room.", "I have talked with him before."
"I got" is used when talking about something you received or an event or plan happening in the future.
Ex: "I got chocolates from my boyfriend.", "I got an appointment tomorrow moring."
