A thief is someone that takes something that doesn't belong to them, in a general sense. A robber commits robbery, which is to steal from other people and is usually used in a legal sense.. A mugger is someone that takes something from someone in a public place.
Examples:
Jenny is such a thief, I caught her taking my pens out of my desk.
The men went to jail for robbery after the bank heist. They are professional robbers.
I got mugged in New York City while walking down the street. The police caught the mugger later that day.

To me. A thief is someone who steals without violence, a robber is someone who steals from a store or home with violence and a mugger is someone who steals from a person with violence.

A thief is anyone that steals.
Usually, a robber is someone who steals money or things. An example is a bank robber.
A mugger is someone who stops a person on the street and takes their valuables by threatening them and or beating them.
