As for the characteristics, it refers to the people in your neighborhood affected by the unemployment. So I think you should consider a little bit if there are a lot of families, foreigners, because depending on this, you can suggest different courses/plans. For example language courses, or places to take care of the kids so the parents can leave their children there and work more freely.

As for the characteristics, it refers to the people in your neighborhood affected by the unemployment.
