The first one isn't quite proper. You can't really use the word vitally with the word important, as vital basically means "very important". It's kind of like saying the same word twice.
The second one is absolutely perfect, and yes, it sounds formal. If you want to say this informally, try saying something like "Learning English is crucial", "Learning English is extremely important", or "Learning English is very important".
The last example that I listed sounds the most informal.
