To cuss is just to swear. To say swear words.
To cuss out is when you are directing those words towards someone.
Examples:
I could hear him in the bathroom, cussing when he cut himself shaving.
When I dropped the customer's dinner plate, he cussed me out as if he thought I had done it on purpose.

“To cuss” means to say a profanity.
“To cuss out” means that you’re angrily yelling profanities at someone.
The word “cuss” isn’t common in all parts of the USA, in my area “swear” or “curse” is more common.
