"other people" is a general statement that isn't necessarily referring to any people specifically.
With "the other people", the article "the" means that you are reffering to a specific people, and that the person you're talking to knows exactly what people you are talking about.
"another people" is reffering to an additional people.

For me, it's when you use it in a sentence...
Other people might be referred to a group of people. I don't think using the before 'other people' sounds natural unless it's used like this: The other group of people are answering questions.
And lastly, I think 'another person' will sound more natural if you'll be using it... Like: Another person answered my question
Instead of: Another people answered my question...
This sentence will be more proper tho: Another group of people answered my question.
