@jeninjenin either is fine, it depends on the situation which you want to use - I would use 'I will make it up to you' unless it was very significant. If you say 'I hope I can make it up to you' it suggests that maybe it is so important that you might not be able to make it up to them, it can be a much stronger apology, it depends how it is said of course!
