A: I would say that verification is before certification - it is finding out whether something is correct. I.e. you might need to verify your identity to get into a course to learn programming. Certification is when you have found out that the thing is correct and you are signing off on it - i.e. when you receive a certificate at the end of the programming course to say that you have completed it. it is a little hard to explain and often they can be used interchangeably but I tried!!
B: Here, receive without d works a little better so the tense is the same throughout the whole sentence! Both of these sound natural, I think I would usually say "to give" here, but both are fine ☺️☺️
