Studying English is tough has two meanings.

1. I am studying English/I have studied English and I agree it’s tough.
2. I think studying English is tough

To study English isn’t a correct sentence by itself. The grammar is wrong.

You would have to put it at the end of a sentence:
Example: To study English is tough. (X)
Example: It’s tough to study English. (O)

A: Well the second sentence is incorrect.

A: To study is to learn a subject through reading or attending classes. To stud is to impregnate females for money. It is usually only used in the context of domestic animals.

A: × Studying only Italian is not enough.
✓ It is not enough to study only Italian.
I must also study English.
