A: "Snap a picture" is more casual. To me, it implies something that was not planned, or that you do quickly.
Ex) Can you snap a picture of that?
Ex) He quickly snapped a picture while we drove by the monument.

If you are referring to a photographer or anybody who put time into framing and lighting the shot, then "take a picture" would be more suited.
Ex) Could you take a picture of us in front of our new car?
Ex) He took pictures during the ceremony.

putting on = 입고 있는 중
getting dressed = putting on처럼 입고 있는 중이라는 뜻인데, putting on이라고 말할 때 그 말 다음에 뭘 입고 있는지 말해야 되지만 getting dressed라는 말과는 목적어 사용하면 안 돼요.
ex.
I’m putting on. (X)
I’m putting on a shirt/dress/jacket/등 (O)
I’m getting dressed. (O)
I’m getting dressed a shirt/jacket/등 (X)
