Firstly, "the" is unnecessary before permission, so you can just say "... unable to give you permission to ..."

Secondly, "to access to" is unnatural, the second "to" is unnecessary. It should just be "... permission to access that system ..." instead.

Thirdly, instead of "unless you are allowed to do that" it would be better to say "unless you are authorized to do that" or "unless you've been given special authorization" (or something similar to that).

Authorization is like a more formal permission that comes from a higher authority (e.g. the boss. CEO, etc.) that grants someone explicit authority or consent to do something. For things like access to protected areas, systems, or equipment, "authorization" is much more natural sounding.
