For using "what", the answer will be the capital name of Hokkaido.

A: That's correct.

If you're asking someone to point it out on a map or to describe to you the location of the capital of Hokkaido, "where" would be correct. If you're asking someone to tell you the name of the capital of Hokkaido, "what" would be correct.
