In American English, there is no difference--we use them interchangeably. Especially when saying, "I need to go to the bathroom/restroom"=I need to use the toilet. I tend to use restroom when I am in a public place, as it only has toilets and sinks. And then I use bathroom when I am asking about where the bathroom is in someone's house because it will tend to have a shower/bath in it. But I still use either one in both contexts. Restroom is just a polite way to say "place where the toilet is".
