A: whenever

You can come over anytime at all = You can come over whenever = Any time works for you to come over

A: It depends. It could mean minutes, hours, or even days. It is not usually used for months or years, but it could.
"Soon" is a relative term, meaning it changes based on what you are talking about.

So in those types of situations adding "soon" just makes you sound more eager but isn't exactly asking for a promise.

"Call me in the near future" sounds much stronger and if the person says "ok" it feels like a promise, like you're asking them to add it to their schedule.
