Technically, nothing here is omitted at all.
This is what's known by linguists as "inversion", where part of the sentence which would normally be at the beginning is put at the end instead (the same thing sometimes happens in Japanese, too, actually).
The non-inverted sentence here would be "Doesn't it suck?", but the "doesn't it" is put on the end instead, and it becomes "sucks, doesn't it?". This reordering changes the emphasis (making it seem like more of a statement than a question), but doesn't actually change the basic meaning.
